how is {hide-if:action=edit} supposed to work?

I'm trying to use this macro with no luck. The content still displays when I edit the page, and it is displayed to users viewing the page while I am editing it. (Not sure how it's supposed to behave.) What am I doing wrong?

This will only hide when you are editing via Scaffolding - if viewing with the standard Rich Text Editor or Wiki Markup view it will still display.
